Board of Directors

The Board of Directors shall consist of eight (8) members, three (3) members of Tribal Council, (1) Tribal Treasury designee, (1) Tribal Purchasing Director, (1) Tribal Administration designee, and (2) adult members of the Tribe who do not serve in any of the capacities of the other Board Member positions.

Frank Cloutier
Chairman of the Board and Tribal Council Chief

Frank Cloutier was elected to Tribal Council in November 2015 and was sworn in as Tribal Council Chief on December 1, 2015.

Chief Cloutier has been serving his Native Community for over seventeen years holding various positions throughout the Community. Prior to his election to Tribal Council, he served as the Public Relations Director representing our Tribal Community in various capacities. Chief Cloutier has served on many committees including chairing the Language Revitalization Committee, a member of the Fair Treatment Team for Human Resources, an Mt Pleasant Chamber of Commerce Board Member; as well as being appointed by the Governor to the Council for Labor and Economic Growth. Chief Cloutier brings his eclectic education, certifications and business background to the Migizi Board of Directors. "Having owned several small business ventures over the years has provided me a wealth of knowledge in the area of business and the politics of business. I plan to use those resources to assist the Migizi Board in its efforts." stated Chief Cloutier.

Raul Venegas

Raul Venegas
Vice Chairman of the Board

Raul Venegas graduated from SVSU in 1999 with a B.B.A. in Marketing from Saginaw Valley State University, and 2009 with a M.B.A. with a concentration of Finance and Management from Saginaw Valley State University. He has been employed with the Saginaw Chippewa Indian Tribe for a total of 15 years. Raul has been working with Soaring Eagle Casino & Resort’s Marketing department since 1999. He has held the following positions with Soaring Eagle Casino & Resort; Marketing Assistant, Promotions Manager, Director of Player Development, and Director of Marketing & Entertainment. He became the Director of Marketing & Entertainment in 2010 and still in this position today. Raul served for 3 years on the Project Coordination Team (PCT) during his tenure as Director of Marketing & Entertainment. He has served as a Board Member for the Migizi Board of Directors since March 2015.

Melanie Burger
Secretary of the Board

Melanie Burger was appointed to the Migizi Board of Directors in October 2013. She has worked for the Tribe since 1994, starting out in concessions at the old card room and working her way up to her current position as an Investment Research Analyst for the Treasury Department. She is a 2008 graduate of Central Michigan University with a Bachelors of Science in Business Administration. Melanie is Treasurer for the Midland Gymnastics Training Center Booster Club and has previously sat as a member on the Pow Wow Committee. She has been married for sixteen years and has four wonderful children.

Gayle Ruhl
Board Member and Tribal Council Treasurer

Gayle Ruhl was elected to Tribal Council in November 2015 and was sworn in as Tribal Council Treasurer on December 1, 2015.

Gayle graduated from Michigan State University with a B.S. in Physiology and a M.S.W. with a clinical focus. She worked in the admissions office for Lansing Community College for six years and has worked for the Saginaw Chippewa Indian Tribe for the past fifteen years with Behavioral Health. Gayle was appointed to the Migizi Board of Directors in December 2015.

Kenneth Sprague
Board Member and Tribal Council Member

Kenneth Sprague was elected to Tribal Council in November 2015 and was sworn in as Tribal Council Member on December 1, 2015.

David Charles
Board Member

David Charles has served on the Migizi Board of Directors since 2009. He began his career with the Saginaw Chippewa Indian Tribe’s Information Technology Department, and in 2008 became the Director of Purchasing where he was heavily involved in the planning, construction, and operation of the Tribal Distribution Center.

David has received his Master’s Degree in Computer Engineering from the University of Michigan, then went on to earn his Master’s Degree in Business Administration from Central Michigan University.

Tonia Leaureaux
Board Member

Tonia Leaureaux was appointed to the Migizi Board of Directors in December 2015. She is currently the Assistant Tribal Administrator and prior to that, she held various positions within the Human Resources Department. Her experience also includes supervisory/management positions within the Table Games and Finance Departments at the tribal casino. Overall, she has worked for the Tribe for 14 years in various capacities.

Tonia received her Bachelor’s Degree in Business Administration from Wayne State University. She obtained her Master’s Degree in Administration at Central Michigan University.
